बाढी प्रभावित बालबालिकाको संरक्षणलाई केन्द्रमा राखेर राष्ट्रिय बाल दिवस मनाउन सरकारको आग्रह

सरकारले विनाशकारी बाढीका कारण अभिभावक गुमाएका, बेपत्ता भएका, घाइते तथा जोखिममा परेका बालबालिकाको उद्धार, संरक्षण र परिवारसँग पुनर्मिलनलाई प्राथमिकतामा राख्दै राष्ट्रिय बाल दिवस मनाउन सम्बन्धित सबै पक्षलाई आग्रह गरेको छ। ‘बालापनको रक्षा: भविष्यको सुरक्षा’ भन्ने नाराका साथ यही भदौ २९ गते राष्ट्रिय बाल दिवस २०८३ मनाइँदैछ। तर, भदौ १० गते भोटेकोशी हुँदै त्रिशूली नदीमा आएको विनाशकारी बाढीबाट रसुवा, नुवाकोट, धादिङलगायत जिल्लामा ठूलो धनजनको क्षति भएपछि यस वर्षको बाल दिवसलाई विपद्बाट प्रभावित बालबालिकाको संरक्षणसँग जोडेर मनाउन सरकारले आग्रह गरेको हो। बाढीका कारण बाबुआमा, संरक्षक तथा अभिभावक गुमाएका वा बेपत्ता भएका बालबालिका तथा स्वयं घाइते वा बेपत्ता भएका बालबालिकाको उद्धार, राहत, संरक्षण, अस्थायी संरक्षण र मनोसामाजिक परामर्शलगायत सेवा उपलब्ध गराउन राज्यका संयन्त्र परिचालित रहेको सरकारले जनाएको छ। विपद्को समयमा बालबालिका हराउने, परिवारबाट छुट्टिने, हिंसा तथा शोषणमा पर्ने, बेचबिखन तथा ओसारपसारको जोखिममा पर्ने तथा आधारभूत सेवा र संरक्षणबाट वञ्चित हुने सम्भावना उच्च रहने भएकाले उनीहरूको सुरक्षा र संरक्षणमा विशेष संवेदनशीलता अपनाउन सरकारको आग्रह छ। सरकारले राष्ट्रिय बाल दिवसका अवसरमा औपचारिक कार्यक्रमभन्दा प्रभावित बालबालिकाको बालमैत्री उद्धार, राहत, संरक्षण, अस्थायी संरक्षण, परिवारको खोजतलास तथा पुनर्मिलनलाई प्राथमिकतामा राख्न सम्बन्धित निकाय, विद्यालय, संघसंस्था तथा नागरिक समाजलाई अनुरोध गरेको छ। बालबालिकाको सर्वोत्तम हितलाई केन्द्रमा राखेर विपद् प्रभावित क्षेत्रमा आवश्यक संरक्षणका कार्यक्रम सञ्चालन गर्नसमेत आग्रह गरिएको छ। साथै, बाल अधिकारको सम्मान, संरक्षण, सम्वर्द्धन, प्रवर्द्धन, परिपूर्ति तथा सुनिश्चितता प्राकृतिक बाबुआमा, परिवारका सदस्य, संरक्षक र राज्यको साझा दायित्व भएकाले बालमैत्री वातावरण निर्माणमा सबै पक्ष जिम्मेवार र जवाफदेही बन्नुपर्ने सरकारले जनाएको छ। ‘बालापनको रक्षा: भविष्यको सुरक्षा’ भन्ने मूल सन्देशसहित यस वर्षको राष्ट्रिय बाल दिवसलाई विपद्मा परेका बालबालिकाको सुरक्षा, संरक्षण र भविष्य सुनिश्चित गर्ने अभियानका रूपमा अघि बढाउन सरकारले आह्वान गरेको छ।

महिला, बालबालिका, लैङ्गिक तथा यौनिक अल्पसङ्ख्यक र सामाजिक सुरक्षा मन्त्रालय बाढी तथा मानवीय संकटसम्बन्धी दैनिक कार्य अपडेट

बाढी तथा मानवीय संकटबाट प्रभावित नागरिकको संरक्षण तथा पुनर्स्थापनाका लागि सरकारले राहत, अस्थायी संरक्षण, मनोसामाजिक सहयोग तथा पुनर्स्थापनाका कार्यक्रमलाई तीव्रता दिएको छ। महिला, बालबालिका, लैङ्गिक तथा यौनिक अल्पसङ्ख्यक र सामाजिक सुरक्षा मन्त्रालयका अनुसार हालसम्म बाढी प्रभावित ५ हजार ५७८ जनाले मनोसामाजिक प्राथमिक सहायता तथा परामर्श सेवा प्राप्त गरेका छन्। Protection Cluster अन्तर्गत मनोसामाजिक कार्यदलमार्फत सेवा प्रदायक संस्थाको परिचालन र समन्वय गरी विपद्पश्चात् प्रभावित नागरिकमा देखिन सक्ने मानसिक तनाव तथा मनोसामाजिक समस्यालाई सम्बोधन गर्ने काम भइरहेको मन्त्रालयले जनाएको छ। रसुवामा २५ ज्येष्ठ नागरिक अस्थायी आश्रयमा रसुवाका विभिन्न अस्थायी आश्रयस्थलमा हाल २५ जना बाढी प्रभावित ज्येष्ठ नागरिक बसोबास गरिरहेका छन्। जिल्ला प्रशासन कार्यालय रसुवाको भदौ २५ गतेको विवरणअनुसार कोमिन श्यामे वाङ्फेल माध्यमिक विद्यालय, स्याफ्रुबेंसीमा १०, लिङलिङ कानिङ छोलिङ गुम्बा, वृद्धिममा ३, गणेश आधारभूत विद्यालय, उत्तरगया–१ मा ३ र भीमसेन प्राथमिक विद्यालय, उत्तरगया–५ मा ९ जना ज्येष्ठ नागरिक रहेका छन्। भोटेकोशी प्रभावित बालबालिकाका लागि अस्थायी संरक्षण केन्द्र अन्तिम चरणमा भोटेकोशी बाढी प्रभावित बालबालिकाको अस्थायी संरक्षणका लागि ललितपुरको गोदावरी नगरपालिका–ठेचोमा स्थापना गर्न लागिएको अस्थायी संरक्षण केन्द्र सञ्चालनको तयारी अन्तिम चरणमा पुगेको छ। केन्द्रका लागि आवश्यक सामग्री तथा खरिद प्रक्रियाका विषयमा नेपाल रेडक्रस सोसाइटीसँग समन्वय भइरहेको मन्त्रालयले जनाएको छ। केन्द्रको मुख्य भवनमा लगाइएको त्रिपाल हटाइसकिएको छ भने विद्युत् जडान र रङरोगनको काम अन्तिम चरणमा पुगेको छ। बाथरुम, अस्थायी शौचालय तथा किचन ब्लक निर्माण तथा मर्मतको काम भने जारी छ। राष्ट्रिय बाल अधिकार परिषद्ले भोटेकोशी बाढी प्रभावित बालबालिकाको अवस्था र आवश्यकताबारे द्रुत लेखाजोखा प्रतिवेदनसमेत तयार गरेको छ। प्रतिवेदनले प्रभावित तथा जोखिममा रहेका बालबालिकाको पहिचान र अभिलेखीकरण, परिवार खोजी तथा पुनर्मिलन वा सुरक्षित आश्रय, स्वास्थ्य, पोषण, खानेपानी, सरसफाइ र शिक्षालाई तत्काल प्राथमिकतामा राख्न सुझाव दिएको छ। त्यस्तै, बालबालिकाका लागि मनोसामाजिक सहयोग, हिंसा तथा शोषणबाट संरक्षण, लैङ्गिक तथा अपाङ्गतामैत्री सेवा, सामाजिक संरक्षण तथा जीविकोपार्जन पुनर्स्थापना र विद्यालय तथा स्वास्थ्य संस्थालगायत संरचनाको बालमैत्री तथा विपद् प्रतिरोधी पुनर्निर्माणमा जोड दिन प्रतिवेदनले सुझाव दिएको छ। ८० संस्थाका ८३ नयाँ परियोजना स्वीकृत विपद् प्रभावित क्षेत्रमा प्रतिकार्य सञ्चालनका लागि अन्तर्राष्ट्रिय गैरसरकारी संस्थालाई सहजीकरण गर्ने क्रममा हालसम्म ८० वटा संस्थाका ८३ नयाँ परियोजना स्वीकृत भएका छन्। ती परियोजनाको कुल बजेट रु. ६५ करोड ७९ लाख ५१ हजार ५५९ रहेको छ। त्यस्तै, दुई संस्थाका परियोजना संशोधनमार्फत रु. २७ लाख ९४ हजार ७५० बराबरको बजेट स्वीकृत भएको छ। नयाँ परियोजना र संशोधनसमेत गरी विपद् प्रभावित क्षेत्रमा परिचालन हुने कुल परियोजना बजेट रु. ६६ करोड ७ लाख ४६ हजार ३०९ पुगेको मन्त्रालयले जनाएको छ। गैरसरकारी संस्थाबाट राहतमा करोडौँ सहयोग समाज कल्याण परिषद्को विवरणअनुसार हालसम्म ५४ वटा अन्तर्राष्ट्रिय गैरसरकारी संस्थाले रु. ४० करोड ९७ लाख ५२ हजार १०८ बराबरको राहत सामग्री सहयोग गरेका छन्। ती संस्थाबाट रु. ४ करोड ४१ लाख ६४ हजार ४९२ नगद प्रधानमन्त्री दैवी प्रकोप उद्धार कोष तथा प्रधानमन्त्री राहत कोषमा जम्मा भएको छ। त्यसैगरी, ३५ वटा राष्ट्रिय गैरसरकारी संस्थाले रु. १८ करोड ६२ लाख ३७ हजार ९८८ बराबरको सहयोग उपलब्ध गराएका छन्। राष्ट्रिय गैरसरकारी संस्थाबाट थप रु. २ करोड ९९ लाख ८ हजार ८१८ नगद प्रधानमन्त्री राहत कोषमा जम्मा भएको मन्त्रालयले जनाएको छ। मन्त्रालयले बाढी प्रभावित महिला, बालबालिका, ज्येष्ठ नागरिक, अपाङ्गता भएका व्यक्ति तथा अन्य जोखिममा रहेका नागरिकको संरक्षणलाई प्राथमिकतामा राख्दै अस्थायी आश्रय, राहत, मनोसामाजिक सहयोग र पुनर्स्थापनासम्बन्धी कार्यलाई समन्वयात्मक रूपमा अघि बढाइरहेको जनाएको छ।

Public Notice Regarding DNA Testing for International Relatives

1. In connection with the flood that occurred in the Bhotekoshi River, Rasuwa, on 2083/05/10 (B.S.)-2026/08/26 (A.D.), Nepalese and foreign nationals whose family members or relatives remain missing and who wish to identify bodies, or any body parts or remains recovered, through DNA testing are requested to contact the Nepal Police Hospital, Maharajgunj, Pathology Lab, Kathmandu, or the nearest District Police Office for the collection of a fresh blood sample. The sample should preferably be provided by the closest first-degree relative—father, mother, son, or daughter. If none of these are available, a sample from one sibling—brother or sister—may be provided. Two passport-size photographs should also be submitted. 2. In the case of Foreign Citizens or individuals residing abroad, one first-degree relative—father, mother, son, or daughter (if first – Degree relative is not available then from siblings)—is requested to have their DNA profiling conducted in the country where they reside and send a soft copy of the DNA profile, INTERPOL DVI Form - Missing Person and passport size photograph to the official email address of Nepal Police, dnacodis@nepalpolice.gov.np, for comparison purposes. प्रधानमन्त्री राहत कोषमा १३ अर्ब २३ करोड १० लाख ८१ हजार २६७ रुपैयाँ मौज्दात

गत भदौ १० गते रसुवाको भोटेकोशी नदीमा आएको बाढीपछि राहत र उद्धारका लागि आह्वान गरिएको प्रधानमन्त्री राहत कोषमा कुल १३ अर्ब २३ करोड १० लाख ८१ हजार २६७ रुपैयाँ मौज्दात रहेको छ। कोषमा जम्मा भएको उक्त रकममध्ये ९ वटा वाणिज्य बैंकका खाताहरूमा ९ अर्ब ६८ करोड २३ लाख ५५ हजार २५ रुपैयाँ मौज्दात छ। यस्तै, दुई वटा वाणिज्य बैंकमा २ करोड ३२ लाख ८४ हजार ७७ अमेरिकी डलर मौज्दात रहेको छ। बाढी प्रभावित क्षेत्रमा राहत तथा उद्धारका लागि यस कोषबाट १ अर्ब रुपैयाँ राष्ट्रिय विपद् जोखिम न्यूनीकरण तथा व्यवस्थापन प्राधिकरणमा निकासा भइसकेको छ। बाढीपछि सरकारले राहत र पुनर्स्थापनाका लागि सहयोग गर्न सार्वजनिक आह्वान गरेसँगै स्वदेश तथा विदेशबाट रकम संकलन भई कोषमा दाखिला भएको हो।

बाढी प्रभावित शिक्षा क्षेत्रको पुनरुत्थानका लागि २ अर्ब ३४ करोड बढी लाग्ने सरकारको अनुमान

रसुवाको भोटेकोशी नदीमा यही भदौ १० गते आएको विनाशकारी बाढीबाट प्रभावित शिक्षा क्षेत्रको पुनरुत्थानका लागि सरकारले २ अर्ब ३४ करोड ३२ लाख १७ हजार ५०० रुपैयाँ लाग्ने अनुमान गरेको छ। राष्ट्रिय योजना आयोग र राष्ट्रिय विपद् जोखिम न्यूनीकरण तथा व्यवस्थापन प्राधिकरण सहितको संयुक्त प्राविधिक टोलीले तयार पारेको 'द्रुत क्षति तथा आवश्यकता आकलन' प्रतिवेदनअनुसार बाढीबाट १८ वटा विद्यालयहरू प्रभावित भएका छन्। जसमा ११ वटा विद्यालय भवन पूर्ण रूपमा क्षतिग्रस्त भएका छन् भने ७ वटा विद्यालयमा आंशिक क्षति पुगेको छ। विद्यालय भवनका साथै भवनभित्र रहेका शैक्षिक सामग्री, फर्निचर तथा अन्य सम्पत्ति नष्ट भएका छन्। बाढीपश्चात त्यस क्षेत्रमा ९ हजारभन्दा धेरै विद्यार्थीहरूको पठनपाठन अबरुद्ध भएको छ। संरचना पुनर्निर्माण तथा पठनपाठन सहज पार्न तत्काल १० करोड ५० लाख रुपैयाँ लाग्ने अनुमान गरिएको छ। दीर्घकालीन पुनरुत्थानका लागि २ अर्ब २३ करोड ८२ लाख १७ हजार ५०० रुपैयाँ लाग्नेछ। सरकारले प्रभावित विद्यार्थीका लागि ‘सुनिश्चित भविष्य छात्रवृत्ति योजना’ घोषणा गरेको छ। नेपालका निजी स्कूलका विभिन्न पाँच वटा संस्थाहरूले पनि सरकारको आग्रहमा बाढी प्रभावित विद्यार्थीलाई छात्रवृत्ति दिन १ अर्ब रुपैयाँ सहयोगको प्रतिबद्धता जनाएका छन्। बाढीबाट प्रभावित भई विभिन्न ठाउँमा बस्नुभएका विद्यार्थीलाई तत्काल पठनपाठन सुचारु गर्नका निमित्त उहाँहरूको पायक पर्ने विद्यालयमा नै व्यवस्था मिलाउन सम्बन्धित स्थानीय तहहरुले सहजीकरण गरिरहेका छन्।

सम्माननीय प्रधानमन्त्री वालेन्द्र शाहज्यू र न्यूजिल्याण्डका प्रधानमन्त्री क्रिस्टोफर लक्सनबीच आज टेलिफोन वार्ता भएको छ। वार्ताका क्रममा सम्माननीय प्रधानमन्त्रीज्यूले रसुवाको भोटेकोशीमा आएको बाढीपछि खोज, उद्धार, राहत तथा पुनःस्थापनाका कार्यहरू तीव्र पारिएको बताउनुभयो। साथै, उहाँले बेपत्ता सबै नागरिकहरूको खोजी कार्यलाई पनि प्राथमिकतामा राखिएको बताउनुभयो। ​उहाँले न्यूजिल्याण्डले उपलब्ध गराएको २० लाख न्यूजिल्याण्ड डलर बराबरको मानवीय सहायताप्रति कृतज्ञता व्यक्त गर्नुभयो। ​सम्माननीय प्रधानमन्त्रीज्यूले जलवायुजन्य विपद्का दृष्टिले नेपाल उच्च संवेदनशील राष्ट्रको रूपमा रहेको उल्लेख गर्दै अन्तर्राष्ट्रिय मञ्चहरूमा क्षति तथा नोक्सानी वित्तीय सहयोगका लागि न्यूजिल्याण्ड सरकारको रचनात्मक सहयोगको लागि अनुरोध गर्नुभयो। सो क्रममा न्युजिल्यान्डका प्रधानमन्त्री लक्सनले नेपालमा गएको विनाशकारी बाढीप्रति न्यूजिल्याण्ड सरकार तथा जनताको तर्फबाट हार्दिक समवेदना र ऐक्यबद्धता व्यक्त गर्नुभएको थियो।

ऊर्जा मन्त्रालय र योजना आयोगबीच विपद्पछिको पुनरुत्थान र जलवायु उत्थानशील पूर्वाधारबारे छलफल

ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्रालय र राष्ट्रिय योजना आयोगबीच विपद्पछिको पुनरुत्थान, एकीकृत विकास तथा जलविद्युत् र पूर्वाधारलाई जलवायु उत्थानशील बनाउने विषयमा विस्तृत छलफल सम्पन्न भएको छ। रसुवाको भोटेकोशी नदीमा आएको बाढी लगायत हालैका पानीजन्य विपद्ले पुर्‍याएको क्षतिलाई सम्बोधन गर्दै पुनर्निर्माणलाई सुरक्षित र दीर्घकालीन बनाउने उद्देश्यले ऊर्जा मन्त्रालयमा सो उच्चस्तरीय बैठक बसेको हो। ऊर्जा मन्त्री विराजभक्त श्रेष्ठ, मन्त्रालयका सचिव सरिता दवाडी तथा योजना आयोगका पूर्वाधार हेर्ने सदस्यहरूसहितको सहभागिता रहेको उक्त बैठकमा विभागीय प्राविधिक विशेषज्ञता र नीतिगत नेतृत्वलाई जोडेर एकीकृत विकास मोडल तयार पार्ने समझदारी बनेको छ। बैठकमा राष्ट्रिय योजना आयोगले क्षति आकलनका लागि कार्यविधि बनाएर आगामी सातादेखि नै कार्यक्षेत्रमा जाने तयारी गरिरहेको जानकारी गराएको छ। निजी क्षेत्रका जलविद्युत् आयोजनाहरूबाट क्षतिको विवरण संकलनमा सहजीकरण गर्न मन्त्रालयले पहल गर्नेछ भने जल तथा ऊर्जा आयोगको संयोजनमा नदी करिडोरको प्राविधिक म्यापिङ प्रक्रिया अघि बढाइएको छ। सरकारी निकायहरूबीच हुन सक्ने कामको दोहोरोपन रोक्न योजना आयोगले एकीकृत ढाँचा तयार पार्नेछ भने स्थानीय संस्कृति र बासिन्दाको सहमतिलाई प्राथमिकता दिँदै पुनर्वासका योजना तर्जुमा गरिनेछ। छलफलका क्रममा मन्त्री श्रेष्ठले पूर्वाधारलाई जलवायु उत्थानशील बनाउन अतिरिक्त लागत लाग्ने भएकाले सोही अनुसार बजेट र स्रोत व्यवस्थापनका लागि भावी विकास रणनीति बनाइने बताउनुभयो। सीमावर्ती क्षेत्रदेखि दक्षिणका नदी करिडोरसम्मको एकीकृत विकासका लागि गृह मन्त्रालय र योजना आयोगलाई प्राविधिक सहयोग उपलब्ध गराइने उहाँको भनाइ थियो। भविष्यका जोखिमलाई ध्यानमा राख्दै क्यास्केड आयोजना र करिडोर आधारित योजना बनाइने उल्लेख गर्दै मन्त्री श्रेष्ठले विपद्को जुनसुकै परिस्थितिमा पनि ऊर्जा आपूर्ति सुनिश्चित गर्न वैज्ञानिक ‘एनर्जी मिक्स’ अवधारणा र अत्याधुनिक पूर्वसूचना प्रणाली लागू गरिने स्पष्ट पार्नुभयो।

Daily Situation Update on Bhote Koshi River Floods- 05 September 2026

(Updated at 14:00 hrs NST on 05 September 2026) The search and rescue operations continue today on the Eleventh day of the severe Bhote Koshi River Floods on 26 August 2026 that resulted in huge loss of lives, widespread displacement and extensive damage to houses, buildings, roads, bridges, hydropower facilities and other critical infrastructure in Rasuwa, Nuwakot, Dhading and other districts along the course of the river in Nepal. The Ministry continues close coordination both domestically and with our neighbours and international partners for the effective search, rescue and relief operations. The Rt. Hon. Prime Minister Mr Balendra Shah and the Hon. Foreign Minister Mr Shisir Khanal have received telephone calls from their respective counterparts and other dignitaries from around the world. They have expressed sympathies and solidarity as well as support to Nepal and Nepali people at this difficult time. Similarly, Foreign Minister of Republic of Korea H. E. Mr. Cho Hyun is arriving in Kathmandu this evening. Search and Rescue: The Government is utilising all available means and resources at its disposal for search, rescue and relief operations. The National Disaster Risk Reduction and Management Authority (NDRRMA), the Nepali Army, Nepal Police, and Armed Police Force are fully mobilized alongside disaster-management authorities, provincial and local bodies and other relevant agencies. Tunnel Rescue Teams: Tunnel rescue teams from India, China and Republic of Korea continue to work in coordination with the Nepali Army. Rescue support equipment, drones, load carriers and materials received from neighbours, friendly countries and international community are being used for these operations. A 15-member Disaster Assistance and Response Team (DART) from Australia arrived yesterday, while an 11-member Special Malaysian Disaster Assistance and Rescue Team (SMART) from Malaysia arrived this morning. Additional equipment and technical personnel are being deployed to continue search and rescue operations at the affected hydropower projects, including Upper Trishuli 1, Upper Trishuli 3A, Upper Trishuli 3B, U216 Haku, Chilime and Langtang, among others. Latest Figures as Reported by Our Agencies: 13,098 people have been rescued so far, including over 300 foreigners (Two foreign nationals, one Chinese and one American, were rescued yesterday from Dhunche and Koloni respectively). Three people have been rescued alive from the tunnels so far (2 Nepali nationals from Upper Trisuli 3A tunnel yesterday and  1 Chinese national from Upper Trisuli 1 tunnel today). A body was also recovered from Upper Trisuli 3A yesterday. Around 5,000 people still remain missing, including approximately 600 foreigners from 35 countries. 1344 bodies have been recovered from the areas. A body has been recovered from the tunnel of Trishuli 3A Hydropower Project yesterday These figures are constantly updated as search and verification continue. Efforts to Restore Connectivity: The authorities are actively working on restoring road, electricity and telecommunication connectivity to the affected areas and on ensuring timely delivery of relief materials to the affected people. Additional supplies and assistance, including those coming from international community, partners and individuals are being mobilised effectively. The Nepali Army, together with a team of engineers, is working to restore the Galchhi–Trishuli Road by constructing a temporary bridge over the Tadi River. In addition, two cable pulleys (tuen) have been made operational, one at Trishuli Indrenighat and the other at Devighat. Support Received from International Community: Nepal has mobilised all resources at its disposal, but we recognise that the scale and complexity of this disaster require continued international solidarity and support. So far we have received generous support from our immediate neighbours, friendly countries, international organisations as well as philanthropists, including India, China, the United Arab Emirates, the United Kingdom, Japan, the United States, Qatar, Singapore, the Republic of Korea, Australia, Germany, Latvia, Luxembourg, Malaysia, Myanmar, Bhutan, Bangladesh, Pakistan, Norway, Israel, Canada, Sri Lanka, Thailand, Vietnam, New Zealand, Denmark, Switzerland, Ireland, Czech Republic as well as the European Union, Asian Development Bank, World Bank, United Nations and its specialized agencies, among others. RDNA and PDNA: A preliminary assessment conducted under the Rapid Damage and Needs Assessment (RDNA) indicates that approximately 7,570 houses affecting around 32,933 people, and 48 government offices have been affected. Similarly, 55 kilometers of roads, 37 motorable bridges, and 68 suspension bridges have been damaged. Likewise, approximately 1,806 hectares of agricultural land, 13 hydropower projects, one solar power plant and two transmission lines have been also damaged. The assessment further indicates that 783 MW of hydropower generation capacity has been affected. Given the scale and extent of the damage caused by this disaster, a comprehensive Post Disaster Needs Assessment (PDNA) is being simultaneously undertaken to determine the full extent of loss and damage and the costs for rebuilding and reconstruction. DNA Identification Process: Authorities have begun the temporary burial of recovered bodies, following necessary forensic procedures, to facilitate subsequent identification and the return of mortal remains to families for final rites. Immediate family members of those missing are requested to contact Nepal Police Hospital, Maharajgunj, Kathmandu, or the nearest District Police Office in Nepal or get their DNA profiles prepared in their country residence and send it to dnacodis@nepalpolice.gov.np. The relevant countries have already been informed through diplomatic channels. Forensic teams from India, China, Singapore and South Korea have joined Nepal Police and other relevant authorities to accelerate DNA collection, analysis and identification efforts of the mortal remains. Ministry’s Efforts: Diplomatic Briefing: The Ministry has organised briefings for the diplomatic corps alongside press briefings for domestic and international media outlets to provide updates on the ongoing search, rescue and relief operations, as well as on foreign assistance. Further Items Requested to International Community: The Ministry has further requested for high capacity drones, LiDAR, bailey bridges, items for epidemic preventions, DNA testing kits, bags for human remains, flood rescue truck, mobile air traffic control system, ground penetrating radar, high accuracy laser meter, broadband seismometers, high-capacity surge pump, laboratory freezers, mud rescue complete suit, inflatable walkway, mud lance, rescue sled, among others. Flight Clearance: So far, the Ministry has also coordinated with the concerned countries and agencies, as well as the relevant authorities of the Government of Nepal, to facilitate the clearance of 24 flights carrying flood relief assistance and rescue teams from friendly countries and international organisations. Nepali Nationals in China Side: The Ministry and our Missions in China are closely coordinating with the Chinese authorities to facilitate the safe return of Nepali nationals affected by the flood who wish to return to Nepal. A total of 155 Nepali nationals returned to Nepal yesterday through the Tatopani border point, while 127 Nepali nationals are expected to return to Nepal today through the same border point. Daily Situation Update on the Bhote Koshi River Floods- 04 September 2026

(Updated at 14:00 hrs NST on 04 September 2026) The search and rescue operations continue today on the tenth day of the severe Bhote Koshi River Floods on 26 August 2026 that resulted in huge loss of lives, widespread displacement and extensive damage to houses, roads, bridges, hydropower facilities and other critical infrastructure in Rasuwa, Nuwakot, Dhading and other districts along the course of the river in Nepal. The Ministry continues close coordination both domestically and with our neighbours and international partners for the effective search, rescue and relief operations. The Rt. Hon. Prime Minister Mr Balendra Shah and the Hon. Foreign Minister Mr Shisir Khanal have received telephone calls from their respective counterparts and other dignitaries from around the world. They have expressed sympathies and solidarity as well as support to Nepal and Nepali people at this difficult time. The Prime Minister received a telephone call from his Australian counterpart Hon. Anthony Albanese, this morning. The Government is utilising all available means and resources at its disposal for search, rescue and relief operations. The Nepal Army, Nepal Police, and Armed Police Force are fully mobilised alongside disaster-management authorities, provincial and local bodies and other relevant agencies. The search and rescue operations for those trapped inside the tunnels in Langtang, Chilime, Upper Trisuli 1, Upper Trisuli 3A, Upper Trisuli 3B and other projects continue effectively.  Tunnel rescue teams from India, China and Republic of Korea continue to work in coordination with the Nepali Army. Rescue support equipment, drones, load carriers and materials received from neighbours, friendly countries and international community are being used for these operations. These are the latest figures as reported by our agencies: 13,093 people have been rescued so far, including over 300 foreigners. Two workers have been rescued alive from the tunnel of Trishuli 3A Hydropower Project this morning. Around 5,083 people still remain missing, including approximately 600 foreigners from 35 countries. 1287 bodies have been recovered from the areas. These figures are constantly updated as search and verification continue. The authorities are actively working on restoring road, electricity and telecommunication connectivity to the affected areas and on ensuring timely delivery of relief materials to the affected people. Sixth Press Briefing on Bhote Koshi Floods

Press Briefing on Bhote Koshi Floods (Thursday, 2: 15 PM, 3 September 2026) We welcome you all to this daily press briefing of the Ministry on the Bhote Koshi floods. Our search and rescue operations continue as a significant number of people remain missing. Today, we will provide more updates on the ongoing search, rescue and relief operations, including tunnel rescue, and the international assistance being received in this regard, among others. As our Rt. Hon. Prime Minister mentioned yesterday in his address to the Parliament, the Government continues to mobilise all available resources for the search, rescue and relief operations in and around the affected areas. Tunnel rescue teams from India, China and Republic of Korea continue to work in coordination with the Nepali Army. Rescue support equipment, drones, load carriers and materials received from neighbours, friendly countries and international community are being used for these operations. As of the latest available information, 1252 bodies have been recovered from the areas, around 4,200 people still remain missing, and 11,993 people have been rescued so far, including over 300 foreign nationals, including some who are in contact and are safe. Approximately 590 foreign nationals from 34 countries remain missing. We are constantly updating these figures as search and verification continue. Updated information will continue to be made available through our website and through the relevant government agencies, particularly NDRRMA and Nepal Tourism Board. As you know, there are many foreign nationals still missing. The Emergency Control Room (ECR) of the Ministry continues to coordinate closely with relevant agencies, our diplomatic missions and the families of missing foreign nationals. Every day, ECR receives about two hundred enquiries from all over the world. The emergency hotline remains fully operational from 6 am to 10 pm Nepali time. We remain in close contact, also through our diplomatic missions, with the countries and families concerned, and will continue to provide information and assistance as needed. The search and rescue operation is continued by our agencies and security forces, with specialised international support in specific areas of expertise from India, China and Republic of Korea. More than 9,300 Nepali Army personnel are currently deployed across the affected areas, from Timure in Rasuwa to Nuwakot, Dhading, Chitwan and Nawalparasi East, undertaking search and rescue, body management, road clearance and emergency medical assistance. As reported by our agencies, I would like to update you on the latest status of tunnel rescue operations. On tunnels in Chilime and Langtang: The Indian Tunnel Rescue Team is working closely with the Nepali Rescue Teams in Chilime and Langtang. They are continuing operations with the necessary equipment. An excavator is also being sent to Chilime to assist the ongoing operation. On Langtang site: 25 Nepali Army personnel, together with two personnel from the hydropower project and drilling equipment, have opened another small hole on the upstream side of the tunnel using machines. Further work is continuing. On Upper Trishuli 3A site: A total of 93 member rescue team is working on the ground together. The Chinese Tunnel Rescue Team remains mobilised there and is working with the Nepali rescue team. The team has been reinforced with additional personnel and equipment. On Upper Trishuli 3B site: A team of 67 Nepali Army personnel and three technical experts from the hydropower project are working with an excavator. The Collapsed Structure Search and Rescue (CSSR) team has also been added to the operation. On Upper Trisuli in Haku: The Nepali Army, together with hydropower personnel, has re-entered the tunnel to continue search operations. On Rasuwagadhi Site: Recce flights are being conducted to assess the possibility of deploying an excavator. On Upper Trishuli 1 site: The Korean Tunnel Rescue Team continues to work with the Nepali teams to open the Upper Trishuli 1 tunnel. The 19-member Indian Forensic Team, the 5-member specilised forensic team from China, and the 19 out of 24 member Disaster Victim Identification  (DVI) Team from Singapore are working with the Nepali teams and are expediting the ongoing DNA collection, analysis and reporting. The remaining members of the DVI team from Singapore will arrive today and tomorrow with drones and related accessories. Two forensic officials from the Republic of Korea have also joined the work recently with necessary equipment and instruments. We have made maximum use of all expertise and resources, both available in Nepal and worldwide, and are making every possible effort to continue these operations effectively. Relief materials have been mobilised in the affected areas and to the affected people. Additional supplies and assistance are being mobilised from other partners. Earlier today, the Hon. Foreign Minister briefed the diplomatic community in Kathmandu on the disaster this morning. This disaster carries a deeper significance beyond the immediate emergency. It is another stark reminder of the fragility of the Himalayan region, the particular vulnerabilities of mountain countries, and the growing consequences of a rapidly warming climate. Climate change is a global problem requiring global action As you know, Nepal contributes a negligible share of global emissions, yet our people bear a disproportionate burden of the impacts of a warming Himalayas. Nepal has consistently drawn international attention to this reality, including through the first edition of the Sagarmatha Sambaad and through various international forums. The lesson is clear: climate justice, effective early-warning systems, disaster preparedness and resilient reconstruction must move from commitments on paper to concrete action on the ground. We have already written a letter to the Co-Chairs of the Board of Loss and Damage Fund for immediate support. The Government of China has facilitated the return of Nepalis and foreign nationals from Tibet through other Nepal-China borders points. 114 Nepali nationals from Kerung are en route to Nepal today through the Tatopani border point. In this context, there is a list currently circulating in social media about it saying they are rescued people, but actually this is not the case. Most of them are pass holders from Rasuwa district, who frequently travel to China for business and trade. Approximately 1,400 Nepali nationals are currently in Kerung and we are in coordination with the Chinese side for those who want to return early. About one hundred Nepali nationals are still missing from the Chinese side of the border on that day. As you already know, our authorities have started the temporary burial of the bodies recovered after completing necessary forensic procedures. The process is designed to facilitate identification at a later stage and enable families to receive the mortal remains of their loved ones for final rites once identification is established. For this purpose, we request again the immediate family members of those missing to contact Nepal Police Hospital, Maharajgunj, Kathmandu or nearest District Police Office in Nepal. We have officially communicated this information to the relevant countries through our diplomatic channels already. Let me reiterate that our priority remains to continue the ongoing search and rescue operations with a focus on tunnel rescue, locate those who are still missing, and provide continued support to everyone affected. नुवाकोटमा बाढीका कारण क्षतिग्रस्त पुलका कारण आवागमनमा सास्ती खेपिरहेका स्थानीयवासीलाई अब राहत मिल्ने भएको छ। नेपाली सेनाले पाँच दिनअघि सुरु गरेको एक्रो ब्रिज जडानको काम सम्पन्न गरेको छ। उक्त पुल पर्सिबाट सञ्चालनमा आउने भएको छ। छोटो समयमै पुल निर्माण सम्पन्न भएपछि गृहमन्त्री सुधन गुरुङले नेपाली सेनालाई धन्यवाद व्यक्त गर्नुभएको छ। उहाँले बाढीका कारण पीडामा रहेका नुवाकोटवासीको समस्यालाई ध्यानमा राख्दै नेपाली सेनाले रातदिन नभनी निरन्तर खटिएर छोटो समयमै पुल निर्माण सम्पन्न गरेको भन्दै प्रशंसा गर्नुभएको हो। बाढीका कारण पुल तथा सडक सम्पर्क प्रभावित हुँदा स्थानीयवासीले दैनिक आवतजावतदेखि अत्यावश्यक सेवा तथा सामग्री ओसारपसारसम्ममा ठूलो सास्ती खेप्दै आएका थिए। अब पर्सिबाट एक्रो ब्रिज सञ्चालनमा आएपछि प्रभावित क्षेत्रका नागरिकको आवागमन सहज हुने अपेक्षा गरिएको छ। पुल निर्माण तथा जडान कार्यमा भौतिक पूर्वाधारमन्त्री सुनिल लम्सालको समेत निरन्तर सक्रियता रहेको थियो। सम्बन्धित निकायसँग आवश्यक समन्वय गर्दै पुल निर्माणको कामलाई तीव्रता दिइएको हो। रसुवामा आएको विनाशकारी बाढीका कारण विभिन्न स्थानका पुलहरू बगाउँदा नुवाकोट, रसुवा लगायतका क्षेत्रमा यातायात सम्पर्क प्रभावित भएको थियो। पुलहरू बगाएपछि स्थानीयवासीले लामो समयदेखि ठूलो सास्ती खेप्दै आएका थिए। यसैबीच, प्रभावित क्षेत्रको आवागमन थप सहज बनाउन बेत्रावतीमा समेत नेपाली सेनाले ब्रिज निर्माण गर्ने योजना बनाइएको छ। बाढीबाट क्षतिग्रस्त पूर्वाधारलाई प्राथमिकताका साथ पुनःस्थापना गर्ने कामलाई निरन्तरता दिइने भएको छ।

प्रधानमन्त्री राहत कोषमा कुल १२ अर्ब ६३ करोड ९२ लाख ५७९ रुपैयाँ मौज्दात

गत भदौ १० गते रसुवाको भोटेकोशी नदीमा आएको बाढीपछि राहत र उद्धारका लागि आह्वान गरिएको प्रधानमन्त्री राहत कोषमा कुल १२ अर्ब ६३ करोड ९२ लाख ५७९ रुपैयाँ मौज्दात रहेको छ। कोषमा जम्मा भएको उक्त रकममध्ये ९ वटा वाणिज्य बैंकका खाताहरूमा ९ अर्ब ३२ करोड ६७ लाख ८२ हजार २३५ रुपैयाँ मौज्दात छ। यस्तै, दुई वटा वाणिज्य बैंकमा २ करोड १८ लाख ९ हजार ४४४ अमेरिकी डलर मौज्दात रहेको छ। बाढी प्रभावित क्षेत्रमा राहत तथा उद्धारका लागि यस कोषबाट १ अर्ब रुपैयाँ राष्ट्रिय विपद् जोखिम न्यूनीकरण तथा व्यवस्थापन प्राधिकरणमा निकासा भइसकेको छ। बाढीपछि सरकारले राहत र पुनर्स्थापनाका लागि सहयोग गर्न सार्वजनिक आह्वान गरेसँगै स्वदेश तथा विदेशबाट रकम संकलन भई कोषमा दाखिला भएको हो।

भोटेकोशी बाढीपश्चातको पुनर्निर्माणका लागि ७ खर्ब २३ अर्ब भन्दा बढी आवश्यक पर्ने सरकारको आकलन

यही भदौ १० गते रसुवाको भोटेकोशी नदीमा आएको विनाशकारी बाढीपश्चातको पुनर्निर्माणका लागि सरकारले ७ खर्ब २३ अर्ब ३१ करोड ५२ लाख रुपैयाँ आवश्यक पर्ने आकलन गरेको छ। राष्ट्रिय योजना आयोग र राष्ट्रिय विपद् जोखिम न्यूनीकरण तथा व्यवस्थापन प्राधिकरण सहितको संयुक्त प्राविधिक टोलीले तयार पारेको द्रुत क्षति तथा आवश्यकता आकलन (आरडिएनए) प्रतिवेदनअनुसार विपद्बाट सबैभन्दा धेरै प्रभावित पूर्वाधार क्षेत्र पुनरुत्थानका लागि मात्रै ४ खर्ब ७३ अर्ब ५७ करोड १९ लाख रुपैयाँ लाग्ने अनुमान गरिएको छ। यो कुल विपद् पुनरुत्थान आवश्यकताको ७५ प्रतिशत हिस्सा हो। पूर्वाधार क्षेत्रमध्ये पनि ऊर्जा र सडकमा व्यापक क्षति पुगेको छ। जहाँ ७५९ मेगावाट क्षमताका १३ वटा जलविद्युत् आयोजना र २४ मेगावाटका ५ वटा सोलार प्लान्ट प्रभावित भएका छन्। यसका कारण ऊर्जा तथा ग्रिड प्रणालीको पुनरुत्थानका लागि मात्रै ३ खर्ब ९० अर्ब ६२ करोड ३० लाख ४० हजार रुपैयाँ आवश्यक पर्ने देखिएको छ। यसैगरी ६९ किलोमिटर सडक खण्ड क्षतिग्रस्त भएको छ। ३३ वटा मोटरेबल पुल बगेका छन् भने ४ वटामा आंशिक क्षति पुगेको छ। यस्तै, बाढी प्रभावित क्षेत्रमा रहेका ६४ वटा झोलुङ्गे पुलमध्ये ५३ वटामा क्षति पुगेको छ। प्रभावित क्षेत्रको समग्र यातायात पूर्वाधार पुनरुत्थानका लागि ७३ अर्ब ३४ करोड २९ लाख ६० हजार रुपैयाँ खर्च लाग्ने देखिन्छ। बाढीका कारण सामाजिक तथा उत्पादन क्षेत्रमा पनि ठूलो भौतिक र आर्थिक असर परेको छ। बाढीबाट प्रभावित रसुवा, नुवाकोट, धादिङ, गोरखा र चितवन गरी ७ हजार ५ सय ७० वटा निजी घरहरू क्षतिग्रस्त भएका छन्। यसबाहेक ४८ वटा सार्वजनिक भवन, १८ वटा विद्यालय, ७ वटा स्वास्थ्य संस्था र ३० वटा सांस्कृतिक सम्पदामा क्षति पुगेको छ। यो क्षेत्रका लागि १ खर्ब ३ अर्ब ५४ करोड ९९ लाख रुपैयाँ बजेट आवश्यक छ। यसैगरी, व्यापार, व्यवसाय, बैंक र कृषि समेटिएको उत्पादक क्षेत्रको पुनरुत्थानका लागि ५० अर्ब ७७ करोड ४९ लाख रुपैयाँ लाग्ने आकलन गरिएको छ। उत्पादन क्षेत्रअन्तर्गत १ हजार ८०६ हेक्टर कृषि बाली, १७ वटा बैंक शाखा र ४ हजार ८०० व्यापारिक प्रतिष्ठानहरू प्रभावित भएका छन्। ५ जिल्लाका प्रभावित १५ स्थानीय तहमध्ये नुवाकोटको विदुर नगरपालिकामा मात्रै ३ हजार २६ घरमा क्षति पुगेको छ। विपद् जोखिम न्यूनीकरण तथा नदी व्यवस्थापनका लागि ९४ अर्ब ७५ करोड ३१ लाख रुपैयाँ र लेदो तथा भग्नावशेष व्यवस्थापनका लागि ५१ करोड ५४ लाख रुपैयाँ आवश्यक पर्ने प्रतिवेदनले औँल्याएको छ। प्रतिवेदनले पुनःनिर्माणलाई दुई चरणमा विभाजन गरेको छ। जसअनुसार, आगामी ६ महिनाभित्र तत्काल राहत तथा अल्पकालीन पुनःनिर्माणका लागि ८ अर्ब ७३ करोड ५० लाख रुपैयाँ र दीर्घकालीन पुनःनिर्माणका लागि ७ खर्ब १४ अर्ब ५८ करोड २ लाख रुपैयाँ खर्च हुने अनुमान गरिएको छ।

पृथ्वी राजमार्गअन्तर्गत कृष्णभीरको अवरुद्ध सडकमा भदौ महिनाभित्रै यातायात सेवा सञ्चालनमा ल्याउने गरी सरकारले निर्माण कार्य तीव्र पारेको छ। सम्माननीय प्रधानमन्त्री वालेन्द्र शाहज्यूले भदौ १७ गते प्रतिनिधिसभामा सम्बोधनका क्रममा बताउनुभएअनुसार भदौको अन्तिमसम्ममा निर्माण सम्पन्न गरी यातायात सहज बनाउने लक्ष्यका साथ काम अघि बढाइएको हो। कृष्णभीरमा पहाड काटेर करिब २५० मिटर नयाँ ट्रयाक निर्माण गर्न १० वटा मेसिन र ३० जना कर्मचारी खटाइएको छ। सशस्त्र प्रहरी बल, नेपालले निर्माण क्षेत्रमा फ्लडलाइट जडान गरिदिएको छ, जसका कारण रातको समयमा समेत गरी दैनिक १२ देखि १४ घण्टासम्म काम भइरहेको छ। नयाँ ट्रयाकसँगै पहिरो रोकथामका लागि माथि र तल दुवैतर्फ तीव्र गतिमा काम भइरहेको छ भने यस मार्गका अन्य ५ स्थानमा गएको पहिरो पन्छाउने र दुईतर्फी यातायात खुलाउने काम पनि साथसाथै भइरहेको छ। यही भदौ १० गते बाढीका कारण कृष्णभीर क्षेत्रको सडक कमजोर बनेको थियो। त्यसपछि फेरि भदौ १४ गते भोटेकोशीको बाढीले सडक भासिएपछि सोही दिन सरकारी टोलीद्वारा स्थलगत निरीक्षण गरियो र प्रधानमन्त्रीज्यू तथा पूर्वाधारमन्त्रीज्यूबीच तत्काल मर्मतबारे छलफल भएको थियो। यसै क्रममा सडक विभाग र नेपाल जियोटेक्निकल सोसाइटीका प्राविधिकहरूले ४ दिनसम्म द्रुत अध्ययन गरी कृष्णभीरको पहाड काटेर २५० मिटर नयाँ ट्रयाक बनाउने पहिलो विकल्प सुझाएका थिए।
